Performance Measurement Certificate

The Public Performance Measurement and Reporting Network and the National Center for Public Performance are pleased to announce the next session of our online Public Performance Measurement (PPM) Certificate. Registration is now open for all modules of our upcoming sessions.

Certificate Course Content

The PPM Certificate breaks down and explores the major areas of performance:

  • Measuring Performance (PPM 100)
  • Reporting Performance (PPM 200)
  • Managing for Improved Performance (PPM 300), and
  • Budgeting for Performance (PPM 400).

Our content-dense modules provide a balanced approach – exploring the current research on performance measurement and management, as well as techniques, best practices, and strategies devised and used in the field. Our curriculum draws from academic readings as well as practitioner-based reports and videos.

Certificate Structure

Each module lasts five weeks and consists of readings, assignments and instructor-led online discussions. The certificate is completely online for flexibility and convenience, allowing students with busy schedules located throughout the US and the world to participate. Students receive the Public Performance Measurement Certificate upon successful completion of all four modules.

Every week, students are responsible for required readings, an assigned paper, and discussion participation. The papers and discussion participation have specific deadlines – but otherwise, students are free to organize their time according to their schedules. Papers and discussions are graded on a pass/fail basis only. Please note: You do not have to take the courses sequentially. If for some reason you are unable to take a particular course as soon as it is offered, you have the option to register for that same course in the next available cohort.

Student Feedback

"The material was very useful. I had experience working in this area but hearing a variety of opinions based on the reading material was very interesting. It gave me a lot more to think about." (April 2012)

"I feel as though I could speak intelligently on the subject of customer surveys as a result of this course." (January 2012)

"Provided me the tools and resources to continue learning and digging into the field." (December 2011)

"That experience was excellent for gaining new knowledge and information and provided a great venue for dialogue and sharing" (December 2011)

"I learned about case studies, theories and practices that a more formal two or four year public administration curriculum would have provided. I was very pleased with the selection of reading material as it related to performance based budgeting, strategic planning, and engaging citizens to participate. Two thumbs up." (February 2011)

"The reading materials were highly relevant and very insightful to my learning experience. I found them easy to comprehend, applicable to the subject matter as well as timely to my needs as a practitioner. I have taken several performance measurement courses and none have measured up to the past five weeks of instruction. I was thoroughly impressed." (February 2011)

"The course and instructor have definitely encouraged my intellectual growth and progress. [T]he selection of materials was relevant and informative. The instructor was extremely knowledgeable in the subject and offered comments that were useful and applicable to the work place as a practitioner. He was also very attentive to Blackboard, electronic communication with extreme attentiveness to responding to emails." (February 2011)

  • Registration is now open for the next course - PPM 300. This is the 3rd of four modules - PPM 300 Managing for Improved Performance.
Registration for this course ends on June 20 so be sure to register soon.

Please note: While we encourage students to take the modules in order of their numbering (start with 100 end with 400), it is not required. If you aim to take the entire four-module certificate, but for some reason you missed the deadline for PPM 100, you may begin by enrolling in PPM 2000, take the remaining modules in order, and end with PPM 100.
