Rapid Performance Improvement ­– System wide Case Study of Rhode Island’s Division of Adult Education

Jim has been with The Rensselaerville Institute in differing roles since 2001, training and providing technical assistance in the Outcome Framework to such diverse organizations as the Massachusetts Secretariat of Health and Human Services, Ohio Department of Alcohol and Drug Addiction Services, St. Louis Mental Health Board, Missouri Department of Health and Senior Services, the San Bernardino Commission for Children and Families, the Los Angeles Consortium of Homeless Service Providers, and the Missouri Foundation for Health. Jim learned the Outcome Framework as Director of St. Louis Workforce Partners, a collaborative of 13 service providers. He used the tools to manage a welfare-to- work project from start up through three years of operation. Jim worked as a program implementer, manager and supervisor in the workforce development and job training field for over 20 years in St. Louis, Quito, Ecuador, and Denver, CO. In the late 1970’s he organized a 13 member collaborative to provider vocational services and training for inmates and post-release job placement services in Denver, Colorado Springs and Pueblo, Colorado. Other experience includes six years as Deputy Director of the Colorado Governor’s Office of Job Training, five years as Manager of Organizational Development for a Fortune 100 manufacturer, and 13 years in private consulting in the public and private sectors.
