The State of Performance Management: Findings from GFOA’s Sourcebook Project

Anne Spray Kinney

Anne Spray Kinney is GFOA’s Director of Research and Consulting. She has more than 20 years experience in governmental management, much of that time as a practitioner, including four years as Director of the Milwaukee Metropolitan Sewerage District. Anne has designed and implemented performance measurement systems both as a practitioner and as a consultant to governments. Anne’s areas of specialty include performance management and performance budgeting, strategic planning and using competitive models to improve service and reduce costs. She writes, trains, consults and speaks to national audiences on these topics. Anne has worked with a variety of governments to develop and implement performance management and budgeting systems. As budget director at the City of Milwaukee, she developed and implemented a Citywide integrated strategic planning-budgeting-performance measurement system that focused on achieving outcomes at both the program and community level. Subsequently Anne has assisted local, state and regional governments in linking performance measurement and management to budgets in a meaningful way. Larger jurisdictions have included the State of Iowa, the Milwaukee Metropolitan Sewerage District, the California Commission on Children and Families, the City of Columbus, OH, and the City of Oakland, CA.
