Measuring and Improving the Quality of HUD-Assisted Housing

On December 22, 2000, the National Academy of Public Administration submitted an important new report to Congress and the U.S. Department of Housing and Urban Development-Evaluating Methods for Monitoring and Improving HUD-Assisted Housing Programs. This study was called for in the Quality Housing and Work Responsibility Act of 1998 and funded by HUD. The Academy panel made four recommendations to HUD: 1. Modify the current system to make it more accurate, complete, workable and acceptable to the industry. 2. Make urgent operational improvements to refine the performance measurements being used. 3. Make longer-term systemic improvements to increase flexibility. 4. Improve governance of the system.
